This looks like a bust over stolen catalytic converters. Curiously, only the driver was arrested. The passenger was released toward the end of the video. Just after the 11 minute mark, a guy wearing a plaid shirt drove up in a white truck. He was allowed to drive away the truck after the police were done collecting evidence.
