Error: gst-resource-error-quark: Could not read from resource. (9)

I have two applications. They are running on two separate systems. They are streaming from Hikvision NVR (Hikvision DS-9664NI-M8). One is rtsp streaming from 25 cctvs and another app is streaming 18 cctvs. They stream 1080p resolution at 10fps. Each app can run individually with no issue. But when both run concurrently, both have streaming issue and one app crashed with Error: gst-resource-error-quark: Could not read from resource. (9): ../gst/rtsp/gstrtspsrc.c(5900): gst_rtspsrc_loop_udp (): /GstPipelineipeline0/GstBin:source-bin-19/GstURIDecodeBin:uri-decode-bin/GstRTSPSrc:source: Why?
