I think this happens when there's not enough light on them. Your hedges seem to me absorbing / reflecting all of the IR light and not allowing more to project beyond it because of how close it is. I'm a novice so could be wrong.

I was thinking that the azalea bushes were too bright and they needed to be trimmed. I need to do it anyway to keep up with the neighbors. Thanks.
