Hello and Help!

I have just bought a cheapo Chinese IP cam to experiment with. I think it is defective as It only shows a blue LED and no red. As I am brand new to this I can't be sure though.
If anybody recognises the hardware perhaps they could point me in the correct direction to get going.

What connections do you have on this? Does it have an Ethernet cable?
I've never seen one like this.. Do you connect to it via WiFi or Bluetooth.

It has P2P and IP WiFi on board, but the instructions were translated from Mandarin by somebody fluent in Greek.
I have hnted software down for both Android and Windows, but I'm unable to make a connection, also there is only a blue LED showing. All of this makes me think the unit is defective, so I was hoping to find somebody who has experience of them.
They are very cheap (£10) and have had good responses on the vendors site, but maybe you get what you pay for.
