Hello from OK noob wanting to set up LPR. Tried CCTV camera pros and both HVR failed one in 3 hrs, one in 48 hrs. Installed SCW LPR was phoney!

LPR is more an art than a science. You need to run very fast shutters and use a camera that allows you to set parameters and the camera needs to obey those and not switch things.

The go to camera by many of us is the Z12. Keep in mind that the image will be completely black at night except for head/tail lights and plates. It cannot be an overview camera. The camera is tweaked to capture plates:
