Help me understand IPv6 "link addresses" re cams

While setting up a new pfSense box I noticed that some devices on my network have both an IPv4 and IPv6 address as expected where supported and so configured.

What I didn't expect to see is that some still have an IPv6 local "link address" even though I've disabled or nulled the explicit IPv6 address (using 100::/64). The local link address can't be turned off. I see this in various Dahua and Hikvision cams. Other cams behave as I expected when the IPv6 address is disabled in whatever way and don't show the same type of link address.

As I understand it, the local link address can't be routed but does permit devices on the same link to communicate. So, for example, one of my Dahua or Hikvision cams where I see this might be able to communicate with another or with some other IPv6 device like my Hue bridge?

Is that correct? Not overly concerned about it and can block things in various ways if needed, but I don't know IPv6 well and want to understand how that works.
