Help Please :- Blue Iris and Hardware Acceleration dell 7010 i73770k

Hi

I'm hoping someone can help me as been trying all weekend to get this to work

on recommendation from here I went and purchased a Dell 7010 i5 3570 for my blue iris setup , this came with 4gb memory

Blue iris was always running the cpu in the high 90's , so I upgraded the memory to 16gb

I upgraded the cpu to a i7 3700k over weekend as thought the i5 didnt support quick sync / hardware acceleration

I have followed all settings in the wiki for cpu optimization , set hardware acceleration to yes , and to yes (no vpp) in each camera

Set the max frame rate to 15 , but this seems to change on its own so think i missing a setting somewhere to make sure it doesnt ?

set all to direct recording

on latest blue iris , bios updated on dell , latest intel hd-4000 drivers installed , but still dont see any activity in GPU and gpu engine in task manager

other details

windows 10 build 1803 64 bit
dedicated blue iris machine
connected to 1080i plasma tv

hopeing someone can point me in right direction , tried youtube , this forum , dell forum , intel forum , cant find out if quick sync is enabled , and get blue iris to use

My system is the same way -- Task Manager never shows any GPU activity.

Another thread on here said to try this tool.
TechPowerUp GPU-Z

It shows GPU load of 12% on mine when the BI service is running, and 1-2% when it's not...
