Here with a noise nuisance goal in NC

Hello!

I probably should have started here, but I'm about four months into living next to some very annoying dogs that I want to take to small claims court. Or more likely their owner because the poor things are just bored and eating their houses for entertainment. It's very sad.

I currently have a Conico f500, and you may make fun of me all you like because it is terrible. The recordings are fine-ish, but holy sweet fish sticks I didn't know you could make software this bad. I don't even think there's a way to export the video with the audio... I wasn't paying much attention to it, so it's got recordings as far back as February. Heck if anyone can use the UI long enough to get them in any useful format.

So! The new plan is to try and get set up with Blue Iris and Amcrest IP5M-T1179EW-28MM

That camera, however, shows up on Monday, so I've got a weekend of fiddling to see if I can get this useless potato of a camera to do something helpful for once in its life. I can control it with the arrows and make it look around the room, but it's giving me no camera signal.

Wish me luck. ;u;

It's a Dahua re-brand so it's really not so bad.
If you "can control it with the arrows and make it look around the room", then you should be able to discover it's IP address.
You can run either the Dahua Config Tool or Amcrest Config software to find the camera and discover the IP.
Once that's done, log into the cam's embedded webGUI using the discovered IP and make that IP static. You can also assign an IP that is OUTSIDE of your router's DHCP pool.
Create a new camera in BI, put in the cam's IP address, username and password, click on "Find/Inspect".
Bi should populate the video config info and you should get video via RTSP.

BTW, adding a new camera is covered in BI's built-in Help, found under....brace yourself....wait for it....."Cameras" => "Adding a new camera".

P.S. - Welcome to IPCT!

I can find the camera's IP. My house only has one subnet, so I don't think it's a subnet issue. I went ahead and put the camera on a static address outside the DHCP range in the router, and there are only ten or so things on the network to begin with so I know there aren't any conflicting addresses. At least one comment on their forum says you can only access the camera through their app, which seems like a pretty stupid move. Their app is terrible. I'm almost spiteful enough to try and figure out what their app is using, but at this point I'm tired enough to chalk it up to a lost cause.

To clarify, ALL of my comments in my post #2 were in regard to your Amcrest camera.

I'm not a lawyer but IMO Small Claims Court isn't going to do you any good unless you have a loss you can document the price of. Maybe animal control can help. And even if you can get a few bucks for some kind of damages or get rid of the dogs you will still be stuck with the owners and they will not be happy. Plan ahead to cover your butt as well as the dogs.

Oh man. If you want dumb neighbor drama, I've got it because no one has been happy with this situation including the dog owners. I don't think I've heard the sentences, "What's wrong with you?" and "Shut up." so often in my life, especially when addressing dogs.

Animal control is already aware of the situation. There's a city ordinance that dogs over 20 lbs should have 200 sqft of enclosed space to roam. These dogs are all in the 35-55 range except for puppies that were born this past February. The dogs are in 10x10 cages, and that math does not add up, but that just means the city can fine them for that.

The city also has a noise ordinance that says quiet hours are from 11pm to 8am, and nuisance noise is defined as 30 minutes of consecutive noise or one hour broken up over a 24 hour period. Plan A was that I really wanted the city to just take their money until they decide to comply because I don't need their cash, but apparently that's not how noise ordinances issues get resolved around here, so I was actually told to take it up as a civil litigation. Literally everyone else on this street has been so nice, and suddenly barking dogs.

I've asked them about the dogs, as have my father, my across the street neighbor, and his neighbor and between us we've been told:
"They're dogs, what can we do?"
"They're just barking because they're not used to being outside." (This was back in December)
"They're not bothering you!"
"Mind your own business!"
"I could muzzle them. Do you want to buy the muzzle?"
"They're only barking because you're standing there." (Yes. How dare I be in my own back yard.)

If they want to surrender them, I can get the dogs to New England where they'll probably get adopted as opposed to dead because that's the shelter situation here. Assuming they've got any sort of socialization, which I'm honestly skeptical of.

I'm open to other suggestions of things to do because I've been woken up between 6:40 and 7:10 to 10-40 minutes barking for the past few months followed by periodic barking throughout the day, usually one spell between 12 and 2, a third between 5 and 7, as well as barking every time I need to let my own dog out or like... mow the lawn, so I am not operating at full capacity and trying very hard to damp down the angry voice in my heart begging for retaliation in the form of an air horn, blasting a kindergarten song about quiet time, or just walking out into the yard while the dogs are barking and screaming because apparently this is all fine. We can all yell. Hooray.
