I have a camera model 5231epze, can this model record the license plate of a car with a speed of 80km/h?
 
It can’t “record” the plate, depending on a lot of conditions and settings it may be able to “see” the plate.
You would need to manually review the footage and note the plate number. Most if us use this method as cameras that actually record and add the plate automatically to a database are generally much more costly

I mean reading the license plate of the car at a speed of 80 km/h
 
RAM is not part of the equation...

The ability to capture a plate is based on distance to plate, angle, focal length of camera, and shutter speed.

How far is the plate from the camera?
 
The ZE camera with 13ish mm focal length is only good to 6-9 meters to reliably get plates.

You need more optical zoom.

Unless the plates where you are at are the size of bumpers LOL.

The problem though is everyone underestimates distance. 15 meters turns out to be 25 meters when the camera is installed and it is then the wrong camera.

If you’re close enough, yes it will see can see the plate at that speed. It won’t READ the plate.
A lot of setting would need to be tuned to that scene but its possible. I have captured plates at 60ft at 45-50mph at night using a 5231 Z-12

With proper camera and lens setup You can record cars at 80 km/h...
Here example at lower speeds, 5442-Z4E-S3 bullet in FULL Video Meta Data..
this model can catch & do snapshots of cars & plate, but will not do OCR of plate number..
for OCR (convert plate number to text, searchable on NVR) You need 7442-Z4-X
