Hfw5241e-z12 low light noise

I'm trying to use this as an LPR. I know people have good success and my daytime settings are working well. My night settings are yielding lots of horizontal noise showing as white and/or black horizontal lines.

Additionally it seems to take 30 seconds to a minute for any changes to settings to take effect.

I've had the camera in my possession for a while but only just installed it a week ago. Hoping I don't have a defective unit.

Any help on night settings

I'll see if I can record tonight. I typically have this set to record on trigger.

I've adjusted my settings to:

Night
B/w
1/2000
Gain 0-30
Hlc 30
Noise 15

I had my gain 0-70 before and that may have been part of the issue.

This is the only dahua that seems to exhibit the multi second or minute delay when changing settings.

Even switching between day/night sometimes seems to take a minute or so. Not sure what the deal is there...
