How can I make the configuration on hold, so other users can't change the settings? Hikvision DS-2CD2135FWD-IS20170708
 
Set up a different user rather than giving them the admin username and password. You can then just restrict the users privileges to live view and playback or whatever you like
 
I ve set other users with limited privileges but still the setting is changing. When they use the app and select the setting hd than it is changing again. I don’t understand why.

That’s not a configuration change. I don’t think there’s a way you can stop a user switching between the standard/HD streams

And that changes into HD720P(1280*720) 128 constant 12
Why is that changing ?? They only have users rights.

If they are viewing via the app, they are able to switch between the available streams and this will not affect recording as long as it’s the main stream you’re recording. If the connection method in the app is “Hik Connect” then the stream is delivered as either “Standard” or “HD” and regardless the stream bit rate will vary as it’s managed. If the connection method is “IP/Domain” then you can switch between “Fluent” which is the sub stream, “Clear” which is the main stream or “Custom” which is configurable by the user. It’s possible to change the resolution, frames rate and bit rate of the custom stream in the app
