How can i monitor and control a PTZ camera using web browser?

I have a Dahua Imou IPC-S41F camera, and i want to control it using a web browser. The camera has no web interface by itself, so i've tried some external software, but none of them seems to work fine.
I want to make the camera public, so that anyone can control it using PTZ and see the camera's output.
Blue Iris: paid and no free version
iSpy: closest to my requirements, but i can create max. 1 user in free version. So i can't create a public user, because there has to be at least one admin account.
Zoneminder: rtsp stream works, but i can't find a way to control the PTZ. Spent almost 12 hours trying to find the correct onvif parameters for the PTZ, but i gave up.
MotionEye: rtsp stream is glitching and ptz is not even working.
Shinobi: doesn't have any option to setup onvif or ptz
Frigate: can't install on debian. Tried multiple ways, but i can't access the web interface
Please help me to somehow make it so that i can control and view the camera using a web interface. It doesn't have to be an NVR software, anything is ok. I just need PTZ, ONVIF, and RTSP.
