I installed .net4.7 on vista but latest ipsy wont work. Is there a way to get it to work?

I'm using a old laptop for ispy with 3 cameras and I'd like to try to update it. it said it needed .net4.7 and I managed to install that but now it says it wont work "on this version of windows".
is there some token file I can edit or something?
