i-Pro cam on costar NVR - SOLVED

Ive been tasked with band aiding the existing security system my company has until we find a replacement vendor. Currently we run Costar NVRs with a mix of analog and IP cameras from various manufacturers. I have 2 dozen brand new Panasonic i-Pro cams that I am trying to register to the Costar NVRs. I was told by the former support vendor that it could be done with these directions

-in panasonic
static assign IP can do x.x.x.x - Do last before restart
add in onvif using user and pw
change auth mode to digest
set stream values 10 fps use kframe/Iframe 20

-in costar
search Onvif protocol using IP not auto scan
add
check stream rate in costar

Ive got 2 cameras configured as testers on a standalone NVR at my desk. If I try to add using the Onvif protocol it get User or pw incorrect. If I try add via the Panasonic WV I can get them to add but I wont get video feed. When the self diagnostic runs the errors I get show a WAN failure (Ive not set wan because its not networked), Video loss, and no connection. Im at a loss as to what I might be missing. Any thoughts on where to go next?
 
Is that a POE NVR or do the cams plug into a POE switch?
 
I knew I was going to miss important info.

The NVR is POE. Ive tried different cables, different ports, and using a known good POE injector.
If it's a POE NVR then the cams with likely be placed on a private, virtual server to keep them off the Internet; their subnet will be different from the NVR's LAN.
Can you try setting a cam to DHCP and plugging it, by itself, into the NVR?
