I have two IPC-T54IR-ZE running on a Blue Iris pc. My camera network is on a separate VLAN with no outside access to the internet.

Each camera displays the date and time in the same format. With no internet clock for them to connect to I have them set to sync with the PC time.

However, after I sync each of them with the PC they start drifting apart at a rate of ~1:30 per month. Is this normal? How could I solve this problem?

This is normal for the Dahua camera internal clocks. They drift.
You need to set them to sync their clocks every five to ten minutes if you wish the seconds to remain in sync.
With that frequent an update, it is best to point them at an NTP server on your local network.
