Im looking for a ptz with auto track for under 800 that can read

as the title says im looking for recommendation on a ptz with auto track that can read license plate from cars driving down my street. For under 800.
It will be mounted in front my garage around 12 ft high. Need to be waterproof and has Poe. Thanks
