I assume that is a parent following the kiddy in their electric go-cart.
I don't think so. In the first part it looks like the SUV tries to go around him but is blocked by the guy taking a right at the corner.
Ha, what in the world is he riding? It wasn't any go cart i have ever seen. The wheels were so small in the back. But how dumb can you be to ride in the street at night with no lights. SMH
You know, I don't know what it was. I looked at that so many times but cannot figure it out. It is definitely powered. May be home made? Not even sure if this is a kid or an adult. Never saw this cart before but am keeping an eye out for it now.
