Indoor (PTZ?) with good nigh vision w/o IR for BI that does not constantly "call home"?

Am I looking for a unicorn? Realink Lumus would be perfect (albeit not PTZ), but it won't work with BI. I want to keep it under $100. PTZ would be a big plus.
We need to put those cams inside glassed-in porches so we can't use IR during the night. Streetlights are good enough, though.
Also, I don't want it constantly pinging servers in China.
