IP issue - Can't find Dahua camera

I have a Dahua camera that's given me 4 years of trouble-free service. Today I switched its physical location and now it doesn't want to obtain an IP address.

When I plug in the ethernet cable (which works), I can hear a "click" from the camera, so I feel like it's working.

I've held down on the reset button for around 5-10 seconds, and the camera "clicked" again.

I've tried the default IP address. I've tried the previous IP address. I've tried SmartPSS, ConfigTool, and ONVIF Device Manager. I've tried changing my IPv4 address. It's not showing up on my router.

The light on the PoE switch is solid bright but not blinking like other cameras. Is this the issue? I've tried another switch. I've tried different cables. Nothing fixes it.

I've run out of things to try

run Command prompt and run ipconfig/all and check your IPv4 address and that it is on the same subnet as the Dahua's usual default subnet. Dahua typically is 192.168.1.108
