We had this camera at work and it was very troublesome. So we retired it. Connection issues.

Rather than throw it away directly. I thought I'd give it a try to see if it could be revived.

I can see it with the Dahua config tool, but when I try to change the ip, I get a password error.

When I press the hard reset button on the camera, it never makes a sound and it appears to never reset.

Am I correct in thinking I should hold the reset button down and listen for the shutter to click before releasing the button?

Are there any other steps I can take?

Try unplugging it

Press and hold reset button

While holding reset button, apply power to it.

Keep button held in for 2 minutes

Then see if it works.

Do you set the password in Search Setting, rescan, and then edit the IP address? This is a somewhat unfriendly part of the UI, but necessary.
