two questions:

  1. If I have BI set to capture a JPEG every X seconds, is that JPEG better, worse, or the same in quality as if I were to take a screen capture of from a video playing at full resolution (1920x1080 with Hikvision)?
  2. In addition to that question, the same question goes for the alert list image if I have it set for a "hi-res" file. How does the quality of that image compare to a screen capture form the video at full resolution?

It is hard to answer #1 because you have not specified how you would have BI capture this jpeg every X seconds.

To answer #2, I am not sure. Consider that a screen capture is a lossless operation, meaning full quality is preserved, however saving that captured image to disk as JPEG causes quality loss just like any JPEG compression would. You could save that screenshot as .png (a lossless format) and have no quality loss, assuming the video you captured was being shown on-screen at its native resolution.
