Im looking to lower power consumption.

this is simple and should do just fine with 20 cameras at 720p. I guess i could go 1080p but i dont see the need.

boot/clips SEAGATE ST500LM000 SSHD 500GB 5400RPM 64MB SATA 6.0Gb/s 2.5 Solid State Hybrid Drive
storage WD Purple 1TB Surveillance Hard Disk Drive

Am i missing anything? i could go for a SSD and not use the hydrid drive for clips let me know what you think.

Lower power consumption as compared to what?

If you have a system right now what's your kill-a-watt readings at the wall?
 
im using a old AMD FX-8370 Eight-Core Processor.

the watt reader is in the mail amazon delayed shipping sadly.
One of the 8 way opterons ? Yeah it'll be lower power.

Figure 5 watts per stick of ram. 8 watts per hd. 35 watts+ avg load on CPU. Board will take 10.

You can tweak that down. If it's under heavy load though it'll be higher to the tdp for the chip
