I put together a budget IP cam package for my club. (No need to nit pick about budget installations costing more in the long run.)

As part of this I chose these cameras from Amazon at $39/cam

https://www.amazon.com/LIONVIS-Bullet-Waterproof-Outdoor-Security/dp/B071HHRKXM

They are cheap Chinese cameras based off of HiSilicon hi3518ev200 using a TH38J3 module

The board is here:

Max frame rate is 16fps - they have good night vision and a decent picture.

However, the software to configure them is terrible and I made a setting change that caused them to lock up. I discovered there is no reset button. However like many of these there IS a telnet (a remote way to get into the camera) service running with a password.

You can find the root password here posted by vertesmark :

Logging into the telnet on the camera you can navigate to the /mnt/nand/ directory and delete the config.xml file and reboot. This will factory reset the camera. (You can also edit that file directly and avoid the bad UI)

This let me factory reset the Lionvis LS-750C.

This is a huge security hole, but you can mitigate this if you know about it. There is also a default cloud service that you should disable and block at your router.

BTW I really don't think these cameras have an IP66 rating. While there is a gasket on the front, the cable enters the back of the camera with no seal and only a cable tie as a strain relief.

If you know what you are getting and how to deal with it - cheap can work just fine.
