Looking for advice setting up a camera system

I've reviewed over a dozen wireless cameras like Dropcam, Foscam, etc for my website and am now ready to create my own home surveillance system. The problem is that I don't know where to start. Here are my wants and concerns.

I want 2-4 outdoor cameras and 1-2 indoor cameras. I prefer 1080p resolution.
I would like 24/7 video recording so I can go back and view what happened at a specific time even if there wasn't an alarm triggered.
Live streaming offsite from a mobile device either using 4G or WiFi
I would like to be alerted when motion is detected with a notification on my phone. I'd like the notification to include a short video clip that shows what triggered the alarm.
It would be great if more than one person could be notified of alarms but not mandatory.

Concerns:
I use all Mac computers at home but I'm not opposed to setup a Windows PC if that would be easier.
I live in a rural area and only have a T1 line to my house that has 1.5Mbps up/down.
I would need to use PoE to get internet outside.

I don't really have an idea for the budget on this, but I'm hoping I can get started for around $500 or so. If not, I could start with one camera indoors and one outdoors if needed.

Any advice would be much appreciated.
