Looking for good quality camera with short close focus distance

Hello,
I'm looking for camera recommendation that fits my needs. I have been searching for a long time but many models wont even list all parameters I need or are very expensive(~500euro). My budget limit is 300euro per camera.
I have experience with Dahua, which I really like due to its ability to configure everything in detail.
Currently I use tapo c125, which is very limiting and has horrible image quality due to its poor bitrate (1.5mbps for 4MP sensor). But it is only starlight camera with decent close focus distance I could find.

What I'm looking for:
Close focus distance 0.3m or less
30fps
1/2.8 1080p sensor. Can be higher resolution but sensor size has to be larger for good night vision.
100+FOV
Starlight
Minimum 4mbps bitrate for 1080p sensor
Preferably to have H.265
More then 1 IR led would be ideal.

It will be used indoors, no ptz required. It also camera cannot be too large, box/turret type preferred.

I decided to try SD1A204DB-GNY which looks perfect spec wise, but not sure dome with wide base will be ideal for my use tho.

It is perfect, actually I'm pleasantly surprised with its high quality video and close focus distance is even better then spec.
But problem is PTZ. On restart it rotates 360 which goes over private area while streaming video.
