Looking for outdoor PTZ cameras for cats

I currently have a stream for stray cats in my backyard. I'm using five Eufy 2k pan and tilt cameras.
They actually work pretty good, and the AI pet detection is a big bonus for me.
I send all the RSTP stream though a RTSP proxy, so I can use the streams in multiple places and the cameras themselves only need to one stream.

The main issues I have with these cameras is that they're not meant for outdoor weather, and eventually condensation seems to build up on the inside of the lens.
Their Wi-Fi connection isn't always the best, I spent a lot of time getting them stable though, but there are still some occasional issues.
And I kind of wish the video quality was a little better over RTSP, which is limited to 1080p instead of the camera's 2k local recording resolution.

Spent sometime trying to shuffle though the crap on Amazon, but it's hard to discern what is actually any good. So found this forum and would love to know if anyone has any suggestions for this kind of unique situation

Must haves:
  • RTSP (or at least some non-proprietary way to get streams from the camera)
    • 24/7 streaming
  • PTZ control (ideally though an app)
  • Wi-Fi
    • I can also deal with PoE, but just more effort for me atm
  • Weatherproof
Nice to have:
  • 5ghz wi-fi
  • 2K or better streaming resolution
  • 30 fps
  • Pet detection
  • A decent mobile app
  • Not over $100 per camera, might be wishful thinking
  • API or some programmatic way to control the PTZ
    • directly via LAN even better
