Measure speed of vehicles

When a camera is mounted at right angles to the road (vehicles) is their an IP network camera that measures the speed of a vehicle ?
 
Some of the newer Dahua ANPR cameras will accept an optional radar detector.
Radar detection is what will give an objects speed.

Axis communications makes a camera with radar built in.

It appears the Dahua radar option is limited to 80 kph (i require 110 kph) i will do some more research
