Need a cheap night camera that can view parking lot without blur

I am looking for the cheapest camera that have the following features:

-IP/Wi-fi
-clearly view a large parking lot at night time, without blur (either fast shutter or configurable exposure time)

I've been using dropcam-style cameras to view outdoor from inside my windows, but the shutter speed is too slow for nighttime view of large outdoor spaces. If these things could come with configurable shutter speed or just faster shutter, it would be perfect.

Any recommendations? Thanks!

fast shutter in low light means black image.. you either need Infrared Lighting (alot of it for a big space) or a huge sensor to clearly view a large parking lot without blur.

there is a nice cheap starlight camera from Lorex that could work well, but it is not wifi and still gona cost you ~$150

I'm aware of the shutter speed & light issue, which is why I wanted a configurable shutter speed so I can find a good balance that won't make it too dark. Or just a camera that has a bit faster shutter configuration by default.

Also, if anyone can recommend a good IR illuminator for wide outdoor areas, that would be great too. Thanks!

configure it all you want, but the image is going to be too dark.. I have my car, parked under a street lamp with a very powerful IR filter on it and a good low light sensor.. and I am running at 1/90 at night, and thats extremely good.. but cars doing 25mph are still a blur.

you need a ton of light to up the shutter speed, so much its like day time in that parking lot.. there are some 28-30W ones on AliBaba for ~$100 that seem to be pretty impressive, im going to try one eventully.

I'm not really looking to record cars running at 25mph... I'm trying to catch thieves & vandals... there's a good reason why some cameras allow shutter speed configuration. It's not a useless feature, or else it wouldn't be there.
