My parents are in an independent living facility with excellent free wifi (500+mbps). However, it's double-NATed, with no ability to pull a public IP or access port forwarding. I'm able to connect to his PC using RealVNC's cloud services, but nothing that requires port-forwarding works.

I have several inexpensive cloud-based battery-powered cameras that I use for short-term distant needs (i.e. monitoring a racoon trap). While these don't interface with BI at all, they do send immediate push notifications so I can take action.

What appeals to me about these cameras is the simplicity of setup and remote access, regardless of network type or location.

Is there such a camera that actually does interface with BI? IOW, a cloud service that provides RTSP streams that BI can capture?

Yes, search for threads here that discuss TP-Link Tapo cameras (various models can do this, once an additional/optional setting is enabled in the interface under Advanced Settings, Camera Account).

Edit: You may find that they are equally useful with simply a SD card installed (no BI passthough setup needed): with that installed, free (no subscription required) viewing of both live and recorded events are easily accessible using their native app.

If you want something hardwired that can interface with BI, i would suggest checking out localxpose, its basically a service (can be run on a pc or even a raspberry pi) that lets you create a tunnel for the cameras . I think this would be a viable option for you. Fairly easy to setup, i followed a guide on youtube and it runs like 6$ per month for the service.
