Nice capture event with plates and this is why we have our surveillance systems ...however, just my 2¢...this is an opportunistic, troll's neighborhood, too many vehicles parked in the street and how many are unlocked, does it matter? If its not locked/chained it will walk...The only thing you'll get out of this, if anything, is a police report. The cops are not going to come to you and waste time over a stolen $40 Walmart/Harbor Freight floor-jack. All I would do, contact the neighbor, let them know what happened to their jack, make available the clip of the theft on YouTube or other social-media, but only if it makes you feel warm and fuzzy...
