Night LPR settings - some are too bright, some are fine

My settings:

What can I do to make them both legible?

Yep above. Yours appear to be more straight on, so better not to range the gain because it could brighten it too much. Find a single number to rest on like 60-60 or something.

But it is a compromise, we won't get every plate, but try to balance it to get most of them.

The visible light(license plate light) is washing things out. You need to tweak exposure for ir light.
try a locked 35 or 30 gain, lower shutter to 1/1000
May need to lower the exposure comp too

Yes turn down the gain, up on the HLC
I run gain at 43 on one and at 51 on the other.
