"No Link" error on output Display of NVR

Respected sir,
I am Using the following for IP CCTV in a Lan
1) Hikvision NVR -- DS-7P32NI-K2 - 1Nos.
2) Hikvision IP Camera -- DS-2CD202Wf- I - 12 Nos.
3) Hikvision Switch DS-3E0518P-E - 2 Nos.
I am getting error as "No Link" on Monitor output of NVR.
This error occurs after there is power failure of the above switches.
Again I have to assign IP address to all IP cameras connected to switches to get live view.
How should I solve the issue.

Why are you using 2 POE switches for those 12 cameras instead of plugging the cameras directly into the NVR's POE ports, eliminating the need for the POE switches?
