I would assume every Chinese device (not just CCTV cameras) calls home when connected to the internet. This is why you should never use the "cloud" for anything IOT related or let your cameras even have access to the internet. A CCTV that cannot access the internet can't send any data to China, nor can China "find" the camera either.
I use this doorbell camera. I just don't let it have access to the internet. It makes the OEM app useless, but I use the BI app or the UI3 browser to access the cameras at home and a VPN connection to access my home network while away from home.
