I am looking for an NVR that has 16 Poe channels and 2 independent HDMI out so I can have 2 4k TV's hooked up showing different camera's. I thought Empire Technology had some but I don't see any on his site. Any sugestions?

Most all that I have seen with (2) HDMI/VGA outputs allow simultaneous viewing, not 2 different views. I would think an NVR you are looking for would be quite a bit more costly. Here is an example of simultaneous viewing models:
