Odd X58A3S Issue

So got a client who has a handful of these that I have just now started to experience weird issues with. They are 8-9 Year old system but they haven't planned to replace them yet money wise.

So, DVR has ran with only 16 Analog cameras (2-4MP range) and I am adding some IPs. They are newer AI/SMD 4K. Not sure on exact model as I get them though our vendor not Dahua.
Once I enable the IP of 17-64, I can not steam those channels at all. No DMSS, SmartPSS, only the DVR HDMI output or the web interface. They have one that won't see past camera 32. The first site this happened to, they were all IP so we just tossed in a new 64 channel and bam everything work. Now playback works just fine for all channels. Firmware is the latest (Even tired reflashing again). Changed resolution on camera, bitrate, it only does H264/B/H, Frame rate (dropped down to 5FPS) added as ONVIF vs Private, but nothing.

Now before you go and say "Maybe the camera is too new" the first site this happened too was running fine for over 5 years, then just out of no where it stopped streaming 17 and up. I have that one in my office as it was replaced with a new NVR as I said and was able to replicate the issue, but then got super busy with other things and haven't really looked back at it. Not sure if it is something else, or if it is just time to replace. I did tell them that they will want to start looking at that now. When I took over 4 years ago, they were only 4 years old and saw no need to replace. There is one system running fine with 15 Analog and the rest all IP to channel 64. Another with 35 and another with 36 with zero issues. one other can't go past 32 on remote viewing but that isn't a big issue with the 33 cameras there. Just don't want to continue doing these upgrades and this continues to happen. Actually when I installed the LRP a while back (camera 17) that was working fine then between then and today it will not longer stream.

Any ideas would be great or if it really is just time to replace (or well add a NVR. I would use the old DVR as an encoder still).

First thing to do would be to look at the bandwidth of the NVR - in some instances an NVR cannot handle the number of channels it is rated for if the combination of resolution/bitrate/FPS of the cameras being used cause the NVR to exceed the bandwidth capacity of the NVR.

Yea that is one thing I checked. It does have 256Mbps of bandwidth and I am no where near that. The now 14 Analog are all set to 2Mbps and the new IPs are also 2Mpbs so that pushing 32 megs ish.

Also the display error is different for out of bandwidth issues and it wouldn't be display on the web interface or DVR video output either if that was the case.
