Bouht a camera and nvr from empiretech andy a few years back, plugged them up and they worked great. Decided to switch to blue iris, so unplugged camera model

IPC-B22IR-ZAS S3 and plugged it into a poe injector then into ATT router. Tried to add it to blue iris, but no luck. Then opened hatch on camera and held down reset buttom for 30 seconds. Then tried to add on blue iris, but no luck. Tried to find it on on ODM and it came up with a device showing on 192.168.1.115 but with the SOAP error message. checked ipconfig on computer shows default gateway as 192.168.1.254 tried logging into camera by putting 192.168.1.115 into browser and got message saying it doesn't support a secure connection, so I am nervous about bypassing that in case thats not actually the camera. ODM shows the IP on the left hand side, but nothing else. Not really tech proficient, so might be overlooking something simple? Any help would be greatly appreciated

Go ahead and hit the (advanced) button and continue. The Browsers do not
like the "old calls" of the cams.
 
Have you tired the camera config tool, if you reset the camera it will have to be initialized before it will work again! You would have needed this software to setup the camera the first time!

Edit, I noticed that it was connected to an NVR, so possible it would connect an initialize the camera automatically!

just took it loose from network and plugged it back into nvr and came up just fine. Plugged it back into network and search the 10.1.1.56 ip address assigned by the nvr and nothing shows up in angry ip

Is your computer on the same subnet as the nvr cameras, probably not, what is your computer IP address? don't worry about giving it out it will be a private IP not accessible from the internet. Just to be sure you do have a POE switch that you are plugging it into on your network?
