Reolink RLC-520A finding it in Reolink client but not connecting

Wanted to add another 4 cheap cameras. Thought change ip address to static and stick them up. But tried to setup in Reolink client - powered by adaptor and connected ethernet cable to computer. Do I need to edit DNS and IP on network? I've got ip of camera as 192.168.0.3 and can't see any connecting. Connection failed.

oh ,,,, so now I've setup camera I can find the camera on explorer but no signal on Blue Iris - done the right ip and ports and passwords as accessing it on explorer
