SADP can't find the hikvision cam

The camera's default IP is probably 192.168.1.64 and your router and the PC must be on a different subnet and not 192.168.1.XXX.
I would give the PC a static IP of 102.168.1.100, subnet mask of 255.255.255.0, no gateway or preferred DNS needed, plug the PC directly into the camera and power the camera with a 12VDC wall wart OR plug the cam AND the PC into a POE switch or POE injector (cam to "POE", PC to "LAN" port on injector).
Open a browser to 192.168.1.64 to hit the cam's embedded webGUI.
