Setting up live feed of outdoor "weather cam"

Hi all, I hope I'm placing this in the correct area. I've been asked to setup a camera system that is a bit out of my comfort zone.

The project is an outdoor camera in a rural setting. Broadcasting a static landscape feed to a web page.

My intent is to utilize POE with a weather proof bullet cam. It needs to be able to handle extended periods of -20 degrees Fahrenheit with occasional dips to -40. Our upload speeds are going to be capped around 8-10mbps.

The focus will be an object the size of a refrigerator, less than 30' from the cam with a scenic background.

This would be a 24/7 stream and color night vision would be a plus. There is minimal ambient lighting but we would provide addional illumination as needed.

I'm looking for advice on camera installation as well as the most effective software solution for getting a live stream to a hosted page on the web.

I've lurked here for sometime, getting educated on mundane camera setups and have a reasonable foundational experience setting up small security and home automation installations.
