I'm still in the process of sorting out niggles with my BI box since updating to Blue Iris 5 and I updated to Windows 10 1903 yesterday which brought along the latest Intel driver 15.40.42.5063 and this is now causing smearing in Blue Iris videos.
It's listed as known good on the Wiki but doesn't seem to be good on Windows 10 1903 with an i5 4440 and HD4600 (Memory Leak: Quick Sync (Hardware Acceleration) | IP Cam Talk).
I'm dropping back to 15.40.41.5058 for now to see how that goes.
