Yup. And they're a prime target to get hit, too. They stock easily-resellable consumer electronics, all neatly stacked in their hallways and offices in their original manufacturers' boxes that are marked with the contents.

LOL. They just came to talk the me, because their interior cameras caught someone walking around inside their warehouse. So I think they're going to get onboard. As a bonus, their technical guy is actually a residential neighbor of mine! He literally lives down the street from me.
In other news, I got my first plate from a petty criminal. The violation is illegal dumping, but that's still a stiff fine if LE can prosecute:
The truck enters and shows a plate with the furniture, then exits and shows the same plate without the furniture. And now the dumpster contains furniture! Open and shut case, right?

But why aren't my plates crispier? It almost seems like compression crush, despite my bit rate is 6144 kbps on a 1920 x 1080 stream:
You have digital zoomed. That always introduces artifacts.
It is why we say make the plate as large as possible with optical zoom.
But the goal is to read plates, not win a prize for a pretty picture, and those plates are very readable.

Ah, yes, this could be artifacting from artificial sharpening. Here's my setup as of right this moment:
I'll match your sharpness setting and see if tonight's captures improve.
Based on the video you provided, this is the frame non-digital zoomed that shows the date and name of camera - your image above does not:

Ahh Yeah, seeing that it could well be he cropped out a portion of the image with digital zoom

Screen caps of UI3 are always going to be lossy. UI3 is lossy. You need to download the clip and play It back via VLC or similar to get the full resolution your cam captured the video in.

Actually I matched as many settings as I could. I see some of them were very different from yours, such as the illuminator settings were at Auto, and when I switched to Manual they were at 50%.
Here's one that doesn't seem to have the same option as yours:
I'm not sure what to pick here. I certainly have Street Lamps, but I'm not sure that's appropriate for this application.
But the crop photo usually gets resized larger, that then is essentially a digital zoom. Plus UI3 photos are not the greatest due to compression or some other factor.
Some of us would notice for LPR that it would suffer in some situations with a trailing tail or fish gill type look and I think that is some of what is seen off the bumper. Here is an example of what it looks like - notice this fish gill look in red and comet trail in yellow:
Annoying, but the plate can still be read.
Try not to chase perfection because there will always be a plate that can't be read.
