Time out of Sync

I built a new VM for BI and put up 2 HIKVISION cameras:

Hikvision DS-2CD2142FWD-I 4MP 2.8mm
and a
Hikvision DS-2CD2142FWD-I 4MP 4mm

i believe everything is configured the same way, if it matters both cameras are setup to use the same NTP. any ideas why the camera on the right lags about 30 seconds?
