I need three different cameras for three different situations (all cameras will be used with BI, PTZ controlled from BI):

Fixed - PoE, very good night sensitivity, strong EXIR, under $100. 4mm and 6mm options. H265 a must.

PTZ - priorities: under $150, optical zoom (preferred to digital), 2M pixels and up, IP66 a must, wireless. Don't need PoE

Options I found from other threads

Either domed PTZ camera that is IP66 or indoor PTZ I can put inside large 7x dome were I currently have crappy Foscam. No need for PoE. Resolution and night sensitivity matter a lot (external IR illuminators are running already). $150 budget.

Only option I found from threads here is:

You have picked decent options but I will point out something about your H.265 priority. Blue Iris does not decode H.265. The Huisun is waterproof whereas that Dahua isn't. The Dahua is available in wireless if you skip PoE but is not waterproof. You can add wireless to the Huisun but it will cost you an extra $100-$140ish using a Ubiquiti wifi bridge.

But if it does H265 and H264, I am futureproofing for when BI will support 265. Just change setting to 264 and we good?

Which one is the better choice for non-dome PTZ? Imporx or Huisun mini PTZ?

Imporx = Huisun. Same cam, different writing.

I am having hard time seeing difference between the two except for IR leds. I need better night visibility, so Huisun version with those three big ass IR LEDS in the bottom should be the proper choice?

And there's a setting in the cams to change from h.265 to h.264 etc.

the EXIR ir on the DS-2CD3T45 is amazing compared to the "normal" round-ring ir leds on most camera, so i can recommend those. they dont give a good spread out light instead of the spoteffect.
