Unattended Startup help

Ok, I know the answer is in the forum somewhere, I just can't find it. I had an older PC running BI, which was setup so that if there was a power glitch it would reboot, start BI service, and also allow RDP to function. Now, on a different PC running the latest Windows updates, I can't get this to work. When I use 'control userpasswords2' or 'netplwiz' (same thing), the window is now different. It tells you to press ctrl-alt-del to change password. When I do that and clear the password, it does allow a startup w/o a password, but RDP will not login because it needs a password. In the older version, the process of entering username/password, then unchecking the box 'users must have a username and password' allowed auto startup AND remote desktop functionality. I need this for a setup which is remote from my location.
