Utility for optimizing Blue Iris CPU usage

Within the last couple of years I recall a post that had a link to a utility that would optimize PC settings in Windows 10 and 11 to reduce CPU usage. I actually used the utility and it worked well. I just reinstalled Windows 11 and want to use it again. I've scoured these forums and for the life of me can't find it. Does this ring any bells for anyone and, if so, could someone post a link to the post that I'm referring to? Any assistance appreciated.
 
What is your current CPU utilization and how many cameras, perhaps you don't need the utility that I don't ever recall hearing about and I have been reading the post for many years? I do recall posts that suggest things that will help reduce the CPU utilization if it is quite high.

I dont either but a Google search shows this.
I went into "advanced" power settings and set my processor to min 7% max 99%
to keep the turboboost or whatever it is at bay, Which was causing the fans to react with RPM changes every damn minute,
now they just hang out at 1 speed unless I open links from " arjun where are you" :)

The post was a link to a script a member wrote that brought up an interface where you can check (and uncheck) boxes that disable various things, like windows updates and file indexing, location services, etc. My CPU usage is good (less than 4 percent) but the problem I'm having is Windows 11 drops the connection for my remote access on a regular basis--or at least it did until I did a fresh install last night. So far so good, but I'm looking to turn off stuff that could mess with my remote access.
