Variable bitrate during playback or live view

Hi Everyone, Happy Saturday,

I am seeing this bitrate variation when looking at live feed or playbacks. I use fixed CBR 6144 H264 25fps, does anyone know what causes this ? In image quality , nothing drastic other than a shift in pixels as if the image is moving slightly around.

Every camera does that. I think the pixel shift in the image is pretty common, it’s the difference between full iframes and in between frames , I call it pulsing. It’s worse under certain lighting and exposure conditions
