Hello
I have synology instead of BI but I figured it's a camera issue that must be universal.
I have 3 network ip cameras installed on a synology DS418 network drive dedicated exclusively to these 3 cams.

Amcrest ip2m-841w give me recording (not playback) issues. When there is movement detected it freezes the image for a few seconds during the movement, then continues.
Frame rate is set at 25fps and there is also customizable keyframe rate that i set up at 25.
resolution 1920x1080, H.265, Bitrate control variable, image quality highest

You should be using around 8Mbps~ so it shouldn't be a networking problem.

H.265 requires far more compute power so high motion could increase this.

It's either an ingest time or playback-only problem...

Are you able to download your stream clip(s) from your synology box and open it on your local machine? I'd test this first and see if the issue persists.

If it does persist then it's likely the camera itself.

Try changing down to H.264 and then reduce your frame rate to around 10-15 FPS next.
