Do these adjust how bright the white light can be and how strong the illuminatioin is for the IR?

That is the Max for each light type. Under Manual control. So in some cases you might have things that are reflective and can turn the White Light or IR down to 30 and 40. Normally I have it setup for 50 unless I need the Extra light in the area full time.

While my camera isn't cool enough to have white led control. Here it is to show why someone might want to control using manual option over Auto.. In the first one with Manual and set to 0 so off you can see the whole area. I don't really care about that at night it is what is in front of the camera that I care about however at this hour and the amount of light in the area the camera can see good enough with no IR and even without the white leds on. As you can see with the white led on it still darkens the area to the right.. But at 50% with IR you can see it also is dark on the right.. So give fine tuning of the cameras LEDS for your scene..
