what is making my clip stutter after shortening it and uploading it to the desk top?

I had to read the title of your post about 5 times, before I finally realized it said "clip"......mind automatically goes to the gutter.......:lol:
I know what you mean, thanks to too much time on ar15 every time I see the word "flashlight" my mind sees fleshlight

the one in my signature. the video of the panther that almost got my puppy was moved to the 4 tb purple drive
 
You certainly have enough horsepower:

the Os and BI will perform better if they are on the SSD.
Are they both on the SSD?
Is BI software on X:\?
I'd change that if it is and see how it plays back then.
 
Does that clip play okay before you export it? If so, it is likely that your current BI version is just buggy and can't export to mp4 properly. Try exporting to AVI. AVI has different frame timing mechanics so it might behave differently in this case.

so I tried copying the file to other drives, still the same when I open it outside of BI
tried an older version of BI and the latest, still the same when I export it
tried exporting it as an AVI, still the same.
I would post the whole clip but it is a little long and I need to edit my old ass wearing only a bathrobe out of the video
