whats a good player i can load onto a windows PC to play back footage at decent speed like 16 to 32x??

i should have been clearer, will this work on downloaded files?
like i have a series of downloaded files from NVR on a PC that are very long, will this play them back from a file?

I was wrong, SmartPSS only does 8x
For playback of previously downloaded files, yes SmartPlayer as @dudemaar suggests
